In FY 2022, states and territories may apply for additional funds (up to ten percent of the three-year average of combined STOP and SAS Sexual Assault Services (SAS) formula grant funds, with 75 percent of that amount supplementing the SAS award and 25 percent supplementing the STOP award) if the state meets the requirements of the Rape Survivor Child Custody Act (RSCCA). To qualify, the state or territory must have a law that allows the mother of a child conceived through rape to seek court-ordered termination of the parental rights of the rapist with regard to that child, which the court is authorized to grant upon clear and convincing evidence of rape. The effective date of the qualifying statute must be on or before October 1, 2022. States may receive the additional funding under the RSCCA up to four times.
