Grant Description
Grants to USA nonprofit organizations, for-profit organizations, tribes, and government agencies to strengthen low-income rural communities by providing guidance and training to eligible recipients. Applicants are advised that required registrations must be completed prior to applying. Funding may be requested for projects to improve community facilities and housing, as well as economic and community development projects.

RCDI grants are awarded to help non-profit housing and community development organizations, low-income rural communities and federally recognized tribes support housing, community facilities and community and economic development projects in rural areas.

Funds may be used to improve housing, community facilities, and community and economic development projects in rural areas. Rural Community Development Initiative grants may be used for, but are not limited to:

Training sub-grantees to conduct:

  1. Home-ownership education
  2. Minority business entrepreneur education

Providing technical assistance to sub-grantees on

  1. Strategic plan development
  2. Accessing alternative funding sources
  3. Board training
  4. Developing successful child care facilities
  5. Creating training tools, such as videos, workbooks, and reference guides
  6. Effective fundraising techniques

  • City or township governments
  • County governments
  • For profit organizations other than small businesses
  • Independent school districts
  • Native American tribal governments (Federally recognized)
  • Native American tribal organizations (other than Federally recognized tribal governments)
  • Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
  • Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
  • Private institutions of higher education
  • Public and State controlled institutions of higher education
  • Public housing authorities/Indian housing authorities
  • Others (see text field entitled "Additional Eligibility Criteria" for clarification)
  • Small businesses
  • Special district governments
  • State governments

Additional Eligibility Criteria
Who may apply for this program:
- Public bodies
- Nonprofit organizations
- Federally recognized Tribes

Eligible area: Rural and rural area--Any area other than (i) a city or town that has a population of greater than 50,000 inhabitants; and (ii) the urbanized area contiguous and adjacent to such city or town.

Pre-Application Information
Paper submissions: Paper application must be received by 4:00 p.m. local time by the Rural Development State Office where the applicant’s headquarters is located. July 3, 2023.

Electronic submissions: Electronic applications must be submitted via Grants.gov by 11:59 p.m. Eastern Time on June 28, 2023.

Matching funds are required to be provided in an amount that, at a minimum, is equal to the amount of the grant.

An applicant, unless excepted under 2 CFR 25.110(b), (c), or (d), is required to:
1. Be registered in SAM before submitting its application;
2. Provide a valid UEI number in its application; and
3. Continue to maintain an active SAM registration with current information at all times during which it has an active Federal award or an application or plan under consideration by a Federal awarding agency.
